If my friends or family came to Shanghai, I would recommend one of the three brand of chain hotels to them: Motel 168, Rujia Inns, and Jin Jiang Inn. They are cheap, clean and convinient.
Unlike those star hotels in Shanghai, their price is about 168 RMB – 298 RMB (20 USD – 36 USD) per night for the standard room. I took picture of one of the Motel168 room in this entry: Cheap and Clean Motel in Shanghai – Motel168. The other two hostels are similiar. I cannot tell too much difference between these brands right now, since they are so similiar in price, room, and background.
To reserve, call their hotline or reserve online:

Jin Jiang Inn and Rujia Inn are China wide chain hotels. You can find it in many cities around China. Motel168 just started and is only available in Shanghai.
i stayed at Rujia Inn of Xujiahui this summer, and will happily recommend it to anyone. the decoration is almost of the same style with my home, simple and warm. the room is clean, bright and above all, it is affordable
I had the experience to stay at Jin Jiang Inn last year. One thing is that the standard room seems to be not that standard,it sort of depends on the location of the inn. For instance, the conditions of the inn near Jin Jiang Park was worse than the one in other location, compared to my friend’s experience.
Can provide more info later – there’s a few around the corner here in southeast Puxi near The Yanandonglu Tunnel entrance at about same price.
The Youth Hostel are cheaper, and with better location, but the room are not as good.
I’ll be attending a conference at the Shanghai New International Expo center — can someone please recommend a nice youth hostel in or near the expo?
I am willing to pay extra if it is clean and quiet.
Thanks

Green Tree Inn has several very convenient locations around Shanghai. Stayed at the one near Jing An last week and I highly recommend it (< 200 RMB a night for a single room). Very clean and new and accepts major credit cards (bonus for me as I had no cash).
I have stayed at a Home Inn, in both Beijing and Shanghai and can recommend them to anyone.
They are clean, comfortable and very reasonably priced. The staff are always so friendly and kind.
I was in Shanghai for a final interview invitation by this company all expenses paid last week. They booked me for two nights with a standard room at Jin Jiang Inn Changhua Road, I was really devastated when I came in at 1am since my flight arrived at Pudong 1150pm, the two hotel staff denied my reservation for they can not understand english. With my travel experience with other non-english speaking country, I was really looking for synonyms to let them understand my intention. And the word was “PAID”. They then asked for my passport and checked my name on their list. Nice hotel location, cheap, clean but needs to upgrade training with their staff to be globally competitive.

So, for foreigners visit China in their first time & looking for budget accommodation, maybe budget chain hotels is not the best choice. They only accommodation machines, they are not able to take care of them either in their language skill or their responsibility. Hostels is good choice.
