Why So Many and So Long Document

One of the key difference I feel to work with people in U.S. (especially with professional Project Managers in U.S>) is their documents. I am always overwhelmed by their documents.

There are two parts involved in the “overwhelming” feeling.

It is too Long

Sometimes there are too long and too many and, of cause, too detailed documents. I chatted with my friends, and they said to write reports is the basic skill for each America. Is it true?

It is also Helpful

On the other hand, it is also very helpful to define everything clearly. My own experience to work with American is, American spent much more time on communicate than people in China. They spent a lot of time writing documents, setting rules, drawing diagrams, and host meetings to foster communication. Companies I know in China also do it, but not in that way.
