Send Mail without SMTP or Sendmail

I have the big trouble here - I have hosted my website on Windows 2000 with Perl. But the ISP didn’t provide sendmail - actually Windows version of sendmail does not work as good as on Unix. To fight with spam, it also didn’t provide SMTP service which is built in Windows 2000. I have have a folder there with Perl script. I want my MovableType to send out notification when new entries come online. I started with my long journey and recorded my steps here.

By checking the code on that page, I found the module “Net::SMTP”. It is not good since it always requires SMTP server for this modeul. So I quitted and continue to search.
